All building owners/operators of property should be aware that there are hazards in buildings which can arise from a number of sources ranging from defective premises to workplace accidents caused by contractors appointed to carry out installation and maintenance work. Property owners/businesses are well advised to purchase Property and Public Liability Insurance. Property insurance provides protection against the losses resulting from risks such as fire, earthquake and flood damage to a building. Public Liability insurance protects the insured in event of a claim in tort by third party/parties who may be injured in a building.
Insurance is a commercial instrument to transfer risk of a loss from the insured to the insurer in exchange for a premium; the risks covered are not blanket but defined; there are often exclusions as well. Having insurance in place thus does not totally absolve an organisation of the consequences of possible liability claims, nor does it provide for full recovery of property losses.
Prudence dictates that property and facilities/building management personnel understand third party liability risks in a property business and attempt to mitigate them upfront. They should also be educated on the objectives and coverage of property and liability insurance and procedures to file an insurance claim should the need arise.

Mr Anil was previously Head of Legal & Compliance at Dennis Wee Realty Pte Ltd from 2010 to 2016. His role involved providing a broad range of primary legal support and legal services to various Business Units within the Company including corporate and contractual matters in the areas of Commercial law, Company Law, Employment Law, Trust Law, Trademarks Privacy, Personal Data, Confidentiality, Landlord/ Tenant, Leases within the APJ Region including Australia and United Kingdom. He has also more than 10 years of experience of conducting law lectures for various private educational institutions.
Dr Quah Lee Kiang PhD, MSc (Maintenance Mgt), BSc Building, FRICS
Dr Quah is the Director of the Real Estate & Construction Centre and the Real Estate & Construction Academy in Singapore. She has extensive regional and international experience in Project and Facilities Management & Maintenance research, advice and academia. Dr Quah led the EU funded project BE4213 Condition Assessment and Maintenance Strategies for Buildings and Building Components, which among other things, sought to develop an objective building condition assessment system. This project formed part of ongoing research over the last 20 years which culminated in Dutch Standard NEN 2767 on Condition Assessment of Buildings, believed to be a ‘world first’. Dr Quah’s professional and research affiliations include being Coordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance for a decade and past President of the Chartered Institute of Building Singapore Centre. She was also a member of the Royal Institution of Chartered Surveyors (RICS) Asia Board, Singapore Board and Asia Pacific Sustainability Board. Dr Quah was conferred an Honorary Fellow by Oxford Brookes University for her work in real estate and construction education and the unusual impact her career has had on this particular academic field in Asia.
