Condition Assessment, Maintenance and Repair of Concrete Building Structures

Building structures are generally designed on the premise that the concrete in the structural members are strong and durable, last for a very long time and require little or no maintenance during their service life. However, this age old belief is increasingly being challenged by reports of distress and deterioration of concrete in structures, with repairs running into millions of dollars in the US and UK.

Reinforcement corrosion is the main cause of concrete deterioration. The loss of bond between the reinforcement and concrete, if left unattended for too long, can lead to localised loss of sections of concrete, an exponential increase in repair costs and a significant reduction in the service life of the structure

Whilst current legislations in Singapore mandate the inspections of building structures at intervals of between 5-10 years by a Qualified Person, it is prudent to complement these mandated inspections with a condition assessment and maintenance programme aimed at identifying concrete defects and the detection of corrosion. As maintenance funds are invariably limited, the structure of the programme should ideally provide guidelines on repair prioritisation to facilitate effective allocation of the available funds and effective facilities management of the structure.

The course will provide knowledge for the pro-active maintenance and repair of concrete building structures and will include:

  • An understanding of the properties of concrete which contribute to it being used widely in building structures
  • Factors affecting the durability of concrete including an appreciation of the impact of upstream construction activities on subsequent service life performance
  • Maintenance of concrete structures in the context of maintenance management systems
  • The pathology of concrete defects and mandatory requirements for inspection of building structures
  • Condition assessment of concrete structures after NEN 2767, a Dutch inspection norm, believed to be a world first in addressing the subjectivity problem in inspections
  • Planning and carrying out concrete repair work and workplace safety and health in connection.

Er. Yong Shan Chi

Er. Yong, a Professional Engineer (Civil) has extensive design and construction management experience. He started work in the HDB, moving on to the private sector where he was involved in foundation engineering and precast concrete work. He was instrumental in introducing the Autoclaved Lightweight Masonry Wall system and was in the forefront of the UOB Tower project, the first building with unitised curtain walls. He has taught modules such as Building Envelope and Precast Concrete water-tightness for the CITI (now BCA Academy) and has been an Associate Trainer and Consultant with the Real Estate & Construction Centre for the past decade.

Dr Quah Lee Kiang PhD, MSc (Maintenance Management), BSc Building, FRICS

Dr Quah is the Director of the Real Estate & Construction Centre and the Real Estate & Construction Academy in Singapore. She has extensive regional and international experience in Project and Facilities Management & Maintenance research, advice and academia. Dr Quah led the EU funded project BE4213 Condition Assessment and Maintenance Strategies for Buildings and Building Components, which among other things, sought to develop an objective building condition assessment system. This project formed part of ongoing research over the last 20 years which culminated in Dutch Standard NEN 2767 on Condition Assessment of Buildings, believed to be a ‘world first’.  Dr Quah’s professional and research affiliations include being Coordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance for a decade and past President of the Chartered Institute of Building Singapore Centre. She was also a member of the Royal Institution of Chartered Surveyors (RICS) Asia Board, Singapore Board and Asia Pacific Sustainability Board. Dr Quah was conferred an Honorary Fellow by Oxford Brookes University for her work in real estate and construction education and the unusual impact her career has had on this particular academic field in Asia.
