Legislation and Management Challenges

COURSE BACKGROUND

Strata title allows ownership of individual units (termed a strata lot) in a property development and shared ownership of common property such as lift lobbies, driveways, garden and swimming pools. This form of property ownership (particularly in housing) is popular in land scarceSingaporeas it allows individual owners to enjoy landed-property type of facilities and amenities. 

The Building Maintenance & Strata Management Act (BMSMA) governs management and maintenance of strata-titled properties to primarily ensure that a structure and processes are in place for maintenance and management of the common property and that individual owners contribute towards this cost based on the size (share value) of their unit.  Those involved in the management of such properties will require fundamental knowledge of the BMSMA to pre-empt issues which may arise and to carry out their work effectively. 

COURSE OBJECTIVES

At the end of the course, trainees should be able to understand the:

  • Unique features of strata-titled properties
  • Purpose and main provisions of the BMSMA
  • Roles of the Developer as interim trustee manager prior to registration of the Strata Title 
  • Formation of and role of the Management Corporation (MC) and take-over procedures from the Developer 
  • Procedures for establishment and administration of the maintenance fund, pre and post MC formation
  • Administrative procedures and documentation in strata titled management 
  • Defects management 
  • Role of the Managing Agent in strata titled properties.

COURSE LEADER

Dr Quah Lee Kiang FRICS

Dr Quah is the Director of the Real Estate & Construction Centre and the Real Estate & Construction Academy in Singapore. She has extensive regional and international experience in Project and Facilities Management & Maintenance research, advice and academia.

Dr Quah led the EU funded project BE4213 Condition Assessment and Maintenance Strategies for Buildings and Building Components, which among other things, sought to develop an objective building condition assessment system. This project formed part of ongoing research over the last 20 years which culminated in Dutch Standard NEN 2767 on Condition Assessment of Buildings, believed to be a ‘world first’.

Dr Quah’s professional and research affiliations include being Coordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance for a decade and past President of the Chartered Institute of Building Singapore Centre.  She was also a member of the Royal Institution of Chartered Surveyors (RICS) Asia Board, Singapore Board and Asia Pacific Sustainability Board.

Dr Quah was conferred an Honorary Fellow by Oxford Brookes University for her work in real estate and construction education and the unusual impact her career has had on this particular academic field in Asia.

Sim Kai Li MSc (Real Estate), BSc (Land Mgt), MSISV, Reg’d FSM

Ms Sim is the Deputy Managing Director of Newman & Goh Property Consultants, a major player in condominium managing agent services.

Her career is a success story in itself, having rose through the ranks during her sixteen years in Newman & Goh. Her present responsibilities include managing the office human resources aspect, including policy making, profitability and business directions of the firm. She also oversees the day-to-day management of commercial, industrial and residential projects under the management of the firm.

Ms Sim was instrumental in developing a joint-venture with a Beijing-based enterprise to manage the Siemens building in Beijing. She also helped establish an MOU with a company inVietnamwith a view to starting a joint-venture to manage office buildings in the near future.

COURSE FEES

$615 nett per person. Course fees includes full colour course documentation and refreshments at tea breaks. For company-sponsored candidates, course fees are $502.50 nett after E2i Professional Development funding which will be granted on successful completion of an RECC Course Registration Form (please note that funding places are limited).   

For individuals, all Singaporeans aged 25 and above can use their $500 SkillsFuture Credit from the government to pay for a wide range of approved skills-related courses. Visit the SkillsFuture Credit website (www.skillsfuture.sg/credit) to choose from the courses available on the Training Exchange course directory. NTUC members may claim up to $250 under the Union Training Assistance Programme (UTAP).
