Building and construction work is responsible for major depletions of natural resources, a consumer of non-renewable resources, a substantial source of waste, a polluter of air and water, and a major contributor to land dereliction and the loss of biodiversity.
Sustainable/Green buildings involve responsible creation and management of healthy environments with emphasis on resource efficiency, ecological principles and environmental protection. Sustainable initiatives implemented throughout the building life cycle will yield financial and physical benefits to occupiers, owners and investors. Consumers/Users and stakeholders are also increasingly demanding ecologically sensitive products and socially responsible investments.
Sustainable buildings lead to reduced greenhouse gas emissions, waste and water consumption. Singapore’s recent accession to the Kyoto Protocol, which commits signatory countries to reduce harmful greenhouse gas emissions, will provide impetus for the industry to go ‘green’.

Er. Patrick Foong Keng Yuen
Er. Patrick Foong is a Registered Professional Mechanical Engineer, Registered Inspector (M&E) for Fire Safety and a Qualified Energy Services Specialist. A substantial part of Er. Foong’s 32-year career was in the transforming of commercial and office buildings into energy-efficient and environmentally-sustainable ones. Having worked as owner’s representative, designer, facilities manager and energy consultant, Er. Foong fully appreciates what the stakeholders need and the difficulties they encounter in taking the “quantum leap” to go green. Currently, he helms an accredited energy services company (ESCO), providing energy auditing & green consultancy, funds energy performance contracting solutions and distribution of eco-friendly products to the building industry.
Er. Hui Beng Hong, PBM MSc Fire Safety Engg, BEng (Mech), CEng, FIES, RI (Mech)
Er. Hui is the Principal of Appelles Consulting Engineers and has been an M&E consultant for more than 25 years. He has acquired a wealth of experience in all aspects of Building Services across many building types. Amongst the services he offers include project management, supervision, inspection, testing and commissioning of the complete range of M & E Engineering Systems and Services.
Dr Quah Lee Kiang FRICS
Dr Quah is the Director of the Real Estate & Construction Centre and the Real Estate & Construction Academy in Singapore. She has extensive regional and international experience in Project and Facilities Management & Maintenance research, advice and academia.
Dr Quah led the EU funded project BE4213 Condition Assessment and Maintenance Strategies for Buildings and Building Components, which among other things, sought to develop an objective building condition assessment system. This project formed part of ongoing research over the last 20 years which culminated in Dutch Standard NEN 2767 on Condition Assessment of Buildings, believed to be a ‘world first’.
Dr Quah’s professional and research affiliations include being Coordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance for a decade and past President of the Chartered Institute of Building Singapore Centre. She was also a member of the Royal Institution of Chartered Surveyors (RICS) Asia Board, Singapore Board and Asia Pacific Sustainability Board.
Dr Quah was conferred an Honorary Fellow by Oxford Brookes University for her work in real estate and construction education and the unusual impact her career has had on this particular academic field in Asia.
