Performance Standards & Assessment

BACKGROUND

Built environment management & maintenance service procurement has traditionally been prescriptive, focusing on specifications of processes and/or tasks required (such as frequency of servicing and types of and manner of checking) to achieve desired results. Headcounts have been used in conjunction when it is difficult to specify performance outcomes objectively such as in cleaning services.

Performance-based service procurement focuses on measurable outcomes expected from the service rather than prescriptive methods of service delivery. The outcomes are value propositions which help fulfill the organisational mission and customer service; they form targets for service performance achievement and incentives for exceeding the specified outcomes.

Ir André van Delft MSc Real Estate Management, BSc Building Engineering
Andre is the CEO of DEMO Consultants, an independent consultancy practice based in Delft, Holland. DEMO provides strategic management and technical advice, and software modelling for the real estate and built environment industry. It counts among its clients, Ministries, Provinces, Housing Corporations, Universities, Institutional Investors and Research Institutions. Andre will be sharing details of the software which DEMO developed for the Port of Rotterdam to holistically monitor their performance contracts for management of public spaces and infrastructures.
