FM Skills Upgrading

Singapore is acknowledged internationally as a world-class city to work, live, play and to visit; our buildings have contributed a large part to this status.  

The Facilities Management (FM) & Maintenance Industry under other names such as Asset, Real Estate and Property Management plays a strategic role in preserving and enhancing real estate values. It ensures the quality, comfort and ambience in workplaces, health and tourist facilities and in homes, reflecting Singapore’s world-class city status. From a sustainability viewpoint, effective building maintenance and operations reduces energy consumption and prolongs building life.   

The realm of FM & Maintenance work involves a business/financial/social element in contributing to lowering occupancy cost and a service/production cost element in creating an indoor environment conducive to work, and the well being of building occupants.  It also involves a technical aspect in maintaining the building fabric and plant/equipment, and in modernising/refurbishing to meet user/occupant requirements.  

The socio-technological-commercial demands of the industry necessitate a multi-faceted, multi-dimensional approach to service delivery. Given the labour intensive nature of the work, workforce quality and skills will be crucial for levering on to gain a competitive edge and service.  

The Skills Redevelopment Programme (SRP) is an initiative by the National Trades Union Congress (NTUC) with the objective of enhancing the employability of workers by encouraging employers to send workers for training that leads to certification. RECC is the appointed training provider for the SRP-Real Estate/Facilities Management & Maintenance. 

Presentation of Memorandum of Understanding by Dr John Chen, then-Minister of State for Ministry of National Development to representatives from the Ministry of Manpower, NTUC, Singapore Productivity Standards Board, Real Estate/Facilities Management Industry Lead Body and RECC.

 

RECC developed a Training Framework, Training Model and Lifelong Learning Roadmap to realise the following outcomes:

    • Improve knowledge and skills in the industry to level up service standards and increase productivity and efficiency
    • Foster the development of an inter-disciplinary, multi-skilled and multi-tasking workforce and an integrative work environment
    • Create a career path for those in, and intending to work in the industry and provide continuing education and training opportunities
    • Enhance professionalism and help transform the unglamorous image of the industry

    The Lifelong Learning Roadmap provides progression pathways, at all levels in the industry, to facilitate continual learning and skills upgrading for enhancing employability and job enrichment. The courses and course content in the Lifelong Learning Roadmap is continually updated to reflect the changing work demands and skills in the Industry.
