COURSE BACKGROUND

Building Refurbishment/Retrofitting/Upgrading is on the rise in Singapore; this trend is expected to continue with ageing of buildings and increasing user demands for quality buildings and facilities.

The distinct differences in Refurbishment and New-Build projects is however insufficiently recognised and managed as such. Refurbishment projects are subjected to a number of physical and regulatory constraints. Many of the technical and managerial problems are unique: Little as-built information to guide demolition and integration of ‘new’ to ‘existing work. Indoor air quality and safety of occupants requires safeguarding in occupied buildings. There are higher risks in costing and managing refurbishments; procurement should provide equitable allocation of the risks of the ‘unknowns’.

There is presently imperfect knowledge on refurbishment project management; time and cost overruns, and contractual disputes are hence common in refurbishment projects.


COURSE OBJECTIVES

COURSE LEADERS

Ian De Vaz
Mr de Vaz is a Partner at Wong Partnership, and practises in the Litigation & Dispute Resolution and Infrastructure, Projects & Construction Practice Groups. His main areas of practice encompass front-end construction work involving drafting, reviewing, negotiating and advising on various construction contracts including standard forms used in the domestic and international arenas, project management and consultancy agreements, construction-related insurance policies, bonds and guarantees.. Ian has presented papers at local seminars and conferences on a range of legal and procedural issues. Ian also serves as an adjunct tutor with the Faculty of Law, National University of Singapore, where he teaches a course to undergraduates on Trial Advocacy.

Dr Quah Lee Kiang
Dr Quah is the Director of the Real Estate and Construction Centre in Singapore and Malaysia. She is a second-generation builder with extensive regional and international experience in Project and Facilities Management & Maintenance research, advice and academia. Her professional and research affiliations include being an Executive Committee Member of the International Society of Facilities Executives at MIT, Co-ordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance and past President of the Chartered Institute of Building Singapore Centre.

COURSE FEES

The course fee of $595.00 includes course documentation and refreshments at breaks. A group discount of 10% will apply for three or more delegates from the same organisation. SDF applications can be made on a case-by-case basis; please call SDF for details.


COURSE ACCREDITATION AND CERTIFICATE OF ATTENDANCE

The course has been approved for 8 PDU units under the PE Board Continuing Professional Development programme. Attendance certificates will be issued; they may also be suitable for meeting the CPD requirements of other relevant professional bodies not operating a CPD course accreditation system.
